RÉSUMÉ

F. Grelot est un chercheur en économie, spécialisé dans l’évaluation des politiques publiques de gestion des inondations. Ses travaux de recherche portent sur la compréhension et la modélisation de la vulnérabilité de différents systèmes exposés aux inondations (logement, activités économiques, y compris agricoles), en prenant en compte autant les processus physiques qu’organisationnels. Les inondations considérées sont de différentes nature(débordement, ruissellement, submersion...). Ses travaux s’appuient également sur une pratique d’observation des impacts des inondations plus particulièrement développés dans l’observatoire so-ii (système d’observation des impacts des inondations : http://so-ii.org), dont le périmètre est centré autour de la métropole de Montpellier. Ses travaux abordent également la question de l’adaptation des différents agents exposés aux inondations (habitants, entrepreneurs, collectivités), à la fois en terme d’observation et de modélisation. Depuis 2010, il participe au développement de méthodes et outils opérationnels pour évaluer économiquement les politiques publiques de gestion des inondations dans le cadre du GT AMC-inondation piloté par la DGPR et le CGDD au ministère en charge de l’Environnement. Ce développement a donné lieu à la production des librairies floodam (www.floodam.org) facilitant la mise en œuvre de certaines étapes cruciales dans l’évaluation économique.

F. Grelot is an economics researcher specializing in the appraisal of public flood management policies. His research focuses on understanding and modeling the vulnerability of different systems exposed to flooding (housing, economic activities, including agriculture), taking into account both physical and organizational processes. The floods considered are of various kinds (overflow, runoff, submersion, etc.). His work is also based on the observation of flood impacts, more specifically developed in the so-ii observatory (flood impact observation system: http://so-ii.org), whose perimeter is centered around the Montpellier metropolis. His work also focuses on the adaptation of various agents exposed to flooding (residents, entrepreneurs, local authorities), in terms of both observation and modeling. Since 2010, he has been involved in the development of operational methods and tools for the economic appraisal of public flood management policies, as part of the GT-AMC-inondation working group led by the DGPR and CGDD of the French Ministry of the Environment. This development has resulted in the production of floodam libraries (www.floodam.org) to facilitate the implementation of certain crucial steps in economic appraisal.
