This approach requires the articulation of different instruments (finance, planning, development, risk management, etc.), sectors (agriculture, urban planning/housing, environment, industry, etc.), actors (administrations, elected representatives, sectors, companies, civil society), and levels of action (international, national, territorial). The main question we wish to answer is what conditions are needed for the coordination of these instruments, actors, sectors, and levels of action?

The scientific objective is to observe the conditions that ensure sustainability, i.e., the institutionalisation of these articulation dynamics. The project will approach the question from two angles: local policies to adapt to coastal risks caused by climate change (in the French administrative region of Occitania and in the state of California, U.S.A.); policies and plans for adapting agriculture to climate change (in Occitania, California, and in the metropolitan region of Sao Paulo, Brazil).
